I.              Rationale

The province of Benguet in the Highland of Cordillera in the Philippines is mountainous and surrounded by river valleys. The altitude provides a cool temperature that cannot be found in any part of the country. Benguet is considered the “Salad Bowl of the Philippines” since it produce almost 80% of the vegetable needs of the country.

The municipality of Buguias in Benguet Province is considered the leading highland vegetable producer not only in the Province but also in the country. Vegetable farming is a yea long activity with more economic activity that areas with seasonal harvest.

In decades, vegetable farmers are operating under “tsamba-jamba” system hitting either good price or losses. Despite the many problems affecting the vegetable industry, it is still the most lucrative activity.

The success of the vegetable industry is dependent with the government for technical know-how and sometimes the Agricultural Field Technicians (AFT’s) of Pesticide companies, However,  AFT’s are not concern about the need of the farmer to combat pest and diseases in their crops but only to promote their products to the vegetable farmers.

Other farmers are getting some information with regards to vegetable farming by listening to programs over AM radio DZWT in Baguio City. However because of its 75 mile distance and mountainous terrain having 5,000-7,400feet above sea level, it can not reach some areas like Mankayan, Buguias, in the province of Benguet; Tinoc in Ifugao and Bauko in Mt. Province.

This explains the need to establish a 10-35 watt FM pirate radio a non-commercial, non-profit FM Radio to reach these unreachable areas of the vegetable producing area of The Mt. Trail. This proposed Fm station will cover an area of more than three miles.

II.           Mechanics of the Project

a.      Computer –the proponent has it and intended to be use for the said project.

b.      CDS and other audio materials – collection from pop, country, folk and rock music has been prepared for this project.

c.      Developmental Audio Materials – Benguet State University is willing to lend their CD’s on highland vegetable topics on proper pesticide handling, pest and diseases control measures and other developmental audio materials.

d.      Programming – everyday at 6 in the evening the farmers are home from the field

III.         Socio-Economic Impact

The proposed community radio will handle issues like family planning, vegetable gardening, including judicious use of pesticides, health issues depending on the health situation of the month, legal service, and other concerns that will benefit the Filipino farmers to combat poverty.
